The Bipartisan Caucus Has An Equal Number of Republicans And Democrats For The First Time In Over 4 Years, Co-Chairs Announce

WASHINGTON, D.C. – On July 14, 2023, Congressman Andrew R. Garbarino (R-NY-02) and Congresswoman Chrissy Houlahan (D-PA-06), Co-Chairs of the House Climate Solutions Caucus, announced that the bipartisan caucus is composed of an equal number of Members from each party for the first time since the end of the 115th Congress. 

The House Climate Solutions Caucus was first established in 2016 with Rep. Garbarino becoming Co-Chair during the 117th Congress and Rep. Houlahan joining him at the start of the 118th Congress. Under this new leadership, over a dozen Republican Members joined the caucus, the only organization in the House dedicated to exploring energy and climate solutions in a bipartisan manner. Currently, there are 58 caucus Members.

From this point forward, Members will be required to join under the "Noah's Arc Rule" which mandates that one Republican and one Democrat must join the caucus together, guaranteeing that there will continue to be an equal number of Members from each party.

“While Congress enacted meaningful reforms in the energy permitting sector in recent months, there is still much more to be done when it comes to protecting our environment and strengthening domestic energy security. My major focus since taking over the caucus has been on educating and recruiting new members to the caucus and achieving parity. Now that we’re there, our goal is to engage in productive discussions on durable, consensus-driven climate and energy policies that would create good jobs and lower energy costs, while simultaneously reducing pollution and conserving clean air and water. Every day we waste cedes increasing ground to malign foreign actors like China and Russia, who would like nothing more than to see our energy sector compromised by indecision and inaction. I look forward to working with Congresswoman Houlahan, our bipartisan colleagues in the House, industry, and other stakeholders to find workable solutions to address these important issues,” said Rep. Garbarino

The Climate Solutions Caucus is a group of bipartisan Members, led by co-chairs Congressman Andrew Garbarino and Congresswoman Chrissy Houlahan, who are working together to combat climate change while also protecting the economic prosperity of the United States. This is a group dedicated to building a constructive dialogue about climate change, economics, energy, and conservation among Members of Congress, global leaders, environmental organizations, and business leaders.
