WASHINGTON, D.C. - Congressman Andrew R. Garbarino (R-NY-02) introduced legislation today to authorize funding for the rehabilitation, modernization, and construction of facilities and infrastructure at the United States Merchant Marine Academy (USMMA). The bill is co-led by Congressman Tom Suozzi (D-NY-03) and supported by Representatives David Valadao (R-CA-22), Jen Kiggans (R-VA-02), Anthony D'Esposito (R-NY-04), Nick LaLota (R-NY-01), Jeff Van Drew (R-NJ-02), Nicole Malliotakis (R-NY-11), Brian Fitzpatrick (R-PA-01), Mike Lawler (R-NY-17), and Marc Molinaro (R-NY-19).
The introduction coincides with National Maritime Day, which honors the maritime industry's contributions to the United States. The proposed legislation aims to fund the Full Speed Ahead infrastructure plan created by The Maritime Security Infrastructure Council to address critical needs at USMMA. Funding would be authorized from FY24-FY34, starting with $54 million in the first year and $107,333,333 each subsequent year.
"The U.S. Merchant Marine Academy is one of our nation's five federal service academies and responsible for educating and training mariners who are committed to serving the United States as licensed Merchant Marine Officers and commissioned officers in the Armed Forces," said Rep. Garbarino. "Maritime security is critical to our national security, and yet the Academy has been allowed to fall into disrepair - threatening recruitment efforts as well as the quality of education the Academy can provide."
Rep. Suozzi added, "For more than 80 years, USMMA has trained Midshipmen and merchant mariners who have faithfully served our nation in times of war and peace. I am proud to serve on the Board of Visitors of this historically rich institution."
Garbarino, Suozzi, and Valadao serve on USMMA's Board of Visitors, an oversight board providing independent advice on significant matters relating to the Academy.
USMMA graduates play a crucial role in national security by serving aboard U.S. Merchant Vessels that carry essential supplies during wartime and support economic activities during peacetime.
At a recent USMMA Board of Visitors meeting, it was noted that many campus buildings date back to the 1940s and are unable to meet current needs. Reports indicate issues such as flooded classrooms, lack of hot water for Midshipmen, broken air conditioners, and heating units.
"Graduates of the U.S. Merchant Marine Academy play a critical role in supporting our nation’s military readiness," said Rep. Valadao.
Rep. Malliotakis stated: “I’m proud to cosponsor this bipartisan legislation.”
Rep. Molinaro emphasized: "It is paramount that they have the necessary resources they need to succeed."
Rep. D’Esposito remarked: "I am grateful to Congressman Andrew Garbarino for introducing crucial legislation."
Rep. Lawler commented: "The Merchant Marines provide an essential service on our nation’s waters."
Rep. Fitzpatrick highlighted: "This grave neglect poses a significant threat."
