Town Of East Hampton issued the following announcement on April 2.
New York State Ruling on Landscaping as of April 1, 2020: Landscaping for maintenance and pest control ONLY has been deemed an essential business and may continue.
Other than property maintenance, it has been determined that all new landscape projects, including new planting (except agriculture, for the production of food), is non-essential and must cease immediately.
According to the state, landscape maintenance is included in the essential businesses category of “Essential services necessary to maintain the safety, sanitation, and essential operations of residences or other businesses,” listed as number 11 on the Empire State Development website: https://esd.ny.gov/guidance-executive-order-2026
Horticulture (with the exception of nurseries and greenhouses selling food-producing plants) has been deemed a non-essential business at this time, according to the New York State Department of Agriculture and Markets, as of April 1.
