NYS Senate Republicans oppose reinstatement of MTA payroll tax

The New York State Senate Republicans have voiced strong opposition to the potential reinstatement of the MTA payroll tax as a solution for addressing the Metropolitan Transportation Authority's (MTA) budget shortfalls. This tax, which affects businesses with employees in the Metropolitan Commuter Transportation District (MCTD), covers New York City's five boroughs and several suburban counties.

Senator Dean Murray from the 3rd District expressed that "New Yorkers are sick and tired of being the 'go to' solution when the MTA needs more money." He urged the MTA to address its internal issues instead of imposing further financial burdens on taxpayers and businesses.

Senator Rob Rolison of the 39th District emphasized that if Governor Hochul intends to introduce another tax, there should be improvements in services, particularly in areas like Orange County where transport options are limited. "A return to the MTA Payroll Tax is not a solution for the MTA’s ongoing budgetary struggles," he stated.

Senator Steve Chan from Brooklyn criticized what he perceives as an out-of-touch approach by Democrats, saying, "Whenever Governor Hochul says she is 'going to put money in your pocket' what she really means is she's going to pick your pocket clean."

Ashley Ranslow, NFIB's New York State Director, highlighted that small businesses cannot afford any tax increases, noting that "the Empire State already has some of the highest taxes in the nation."

Ken Pokalsky from The Business Council of New York State argued against adding more financial burdens on employers who already contribute significantly through existing taxes. He stressed exploring alternatives beyond increased taxation.

John Ravitz of The Business Council of Westchester urged legislative leaders to consider intelligent funding options for supporting transportation infrastructure without imposing additional taxes on businesses.

Senator Steve Rhoads from the 5th Senate District called for rejecting any attempts at reinstating this tax, stating that New Yorkers should not continue paying for what he describes as "waste, fraud, and mismanagement" by the MTA.

Other senators including Bill Weber, Patricia Canzoneri-Fitzpatrick, and Alexis Weik echoed similar sentiments regarding fiscal responsibility and accountability within the MTA rather than resorting to further taxation.
